“World Athletics”, the world athletics authority, confirmed that it will allow Russian athletes to compete in the remainder of the 2021 season under the neutral flag, including at the Tokyo 2020 Olympics (2021).

This policy will come with limitations, since only a maximum of 10 Russian athletes will be allowed to compete as “Authorized Neutral Athletes” and priority must be given to those who are in an international registry of anti-doping controls (International Registered Testing Pool).
